The distressing prevalence of human trafficking and child sex trafficking facilitated by social media platforms has c0ome to the forefront of societies collective attention. In recent years, the Statewide Council on Human Trafficking in Florida has conducted a comprehensive assessment of the role played by social media platforms in aiding, supporting, and facilitating human trafficking within the state. The results of this survey, particularly concerning Meta platforms such as Facebook, Instagram, WhatsApp, and Facebook Messenger, have unveiled a disturbing reality that demands immediate attention and intervention.

According to the Council's survey of Florida law enforcement agencies, out of 271 reported instances of social media involvement in human trafficking since 2019, Meta platforms were implicated in 146 cases, accounting for over 53% of the incidents. To put this into perspective, the next highest platform used for human trafficking, Snapchat, accounted for less than 19% of the reported instances. These statistics are deeply troubling and unequivocally demonstrate the urgent need for proactive measures to address the issue and ensure that social media platforms are not inadvertently facilitating human trafficking activities.

The Council's findings align with the 2022 Federal Human Trafficking Report, which identifies Facebook as the top platform used for recruiting human trafficking victims from 2019 to 2022. The combined usage of Facebook and Instagram accounted for 60% of the top ten platforms involved in such recruitment efforts. These alarming statistics further emphasize the immediate need for strong and decisive action to prevent the exploitation of vulnerable individuals through these platforms.

Moreover, major social media platforms have reported alarming increases in incidents of suspected child sexual abuse materials and child sex trafficking. The National Center for Missing and Exploited Children's 2022 CyberTipline Reports indicate that approximately 85% of the reported incidents involving child exploitation were linked to Meta platforms, resulting in more than 27 million cases. These distressing figures underscore the urgent need for heightened vigilance, stringent regulations, and preventive measures to protect vulnerable children from exploitation and ensure their safety.

I demand you to prioritize the protection and welfare of our society's most vulnerable members by championing legislative actions that hold social media platforms accountable for their role in facilitating human trafficking and child sex trafficking. This crisis requires a multi-faceted approach involving collaboration among regulatory bodies, law enforcement agencies, and social media companies to address the systemic failures that allow these crimes to persist.

I call upon you to support and enact measures that will:

Hold social media platforms legally accountable for facilitating human trafficking and child sex trafficking, imposing severe penalties for non-compliance.

Establish comprehensive regulations and guidelines that mandate proactive monitoring, reporting, and removal of illicit content, including human trafficking recruitment efforts and child sexual abuse materials.

Allocate adequate resources to law enforcement agencies and task forces dedicated to investigating and prosecuting individuals and networks involved in these abhorrent crimes.

Foster partnerships between government agencies, NGOs, and social media companies to develop effective technological solutions to identify and prevent human trafficking and child exploitation on these platforms.

Provide comprehensive support services, including counseling, rehabilitation, and reintegration programs, for survivors of human trafficking and child sex trafficking.
